This checklist is a control sheet for a payroll cycle, not a substitute for the policies, contracts and verified legal rules behind the calculation. Adapt it to the company’s actual process in Kuwait. Add an owner and evidence reference to each check; a tick without evidence gives the next reviewer little to rely on.
Keep the payroll period, run identifier, preparer, reviewer and payment-approval owner on the cover sheet. If the run is recalculated, identify the new version and the checks that need repeating.
Gate 1: confirm the population and rules
- Reconcile the employee list with the approved register, explaining starters, leavers and processing-status changes.
- Confirm the correct period, currency and approved calculation configuration.
- Identify dated rule or pay changes and the evidence supporting their use.
- Escalate unresolved entitlement, contract or legal-basis questions to the authorized reviewer.
- Check that the responsible people and their delegates can complete the cycle.
The output of this gate is an agreed population and basis for processing. It is not approval of the final payroll amount.
Gate 2: accept inputs once
- Identify the final input versions and accountable owners.
- Match every row to an employee and intended period.
- Check duplicate change identifiers, missing approvals, unexpected units and dates.
- Confirm the accepted and rejected counts, with rejection reasons.
- Keep sensitive banking changes and attachments in their restricted process.
- Record late requests separately with a treatment decision.
For example, if a site replaces a file after twenty-eight of thirty rows were accepted, the new batch must identify the two corrections or clearly reverse the earlier instructions. Processing both files in full is not a valid way to ensure completeness.
Gate 3: review the result
Compare employees and components with the previous comparable approved run. Examine unexpectedly zero payments, new components, missing employees and offsetting movements even when the net difference is small. Use the company’s review thresholds to prioritize, not to excuse unexplained exceptions.
Trace material changes to supporting instructions. Record the reviewer conclusion and require corrections to produce a new identifiable version. Where a question remains open, record the authorized treatment rather than leaving an ambiguous blank.
Gate 4: authorize the release version
| Control | Evidence to retain |
|---|---|
| Review completed | Employee/component comparison and exception decisions |
| Correct version selected | Approved run and payment-preparation version identifiers |
| Payment instruction reconciled | Appropriate counts and totals, separated by currency where relevant |
| Authorized release | Named approval under the company’s authority arrangement |
| Restricted access maintained | Approved storage/access record for sensitive files |
Use the bank’s actual process and company authorization arrangements. This checklist does not specify bank file requirements or guarantee the payment date. Any necessary banking confirmation should be obtained through the approved channel.
Gate 5: close, communicate and retain
Record the payment evidence available, unresolved items and the owner of any employee communication. Reconcile rejected or unprocessed payment items through the responsible team rather than assuming an approved file means every employee received payment.
Archive the approved inputs, final run, review, release and subsequent correction references. Apply the company’s approved retention schedule and verified obligations; no universal retention period is supplied here. Review access after the close, especially where temporary sharing was required.
Make the checklist useful next month
Review repeated failures: unclear effective dates, duplicate changes, missing approvals or versions altered after review. Assign one specific process improvement and an owner. Retire checks that do not control a real risk, and strengthen the ones that repeatedly find issues.
Read payroll close for the operating sequence, input handoff for batch acceptance and variance review for employee-level investigation. Use this sheet to connect those activities rather than repeat their calculations.
